Leoncio Alhambra Amadore was in government service for 43 years, the last nine years as Director of Philippine Atmospheric, Geophysical, and Astronomical Services Administration. He has a PhD in Meteorology from the University of the Philippines, and was a UNDP/WMO Fellow in Numerical Weather Prediction (1975 to 76) and in Weather Modification (1973) at the University of Miami, Florida. He served as technical adviser to Philippine delegations to the Climate Change Convention and Conference of Parties meetings, and was headed delegations to several Intergovernmental Panel on Climate Change meetings and SBSTA/SBI sessions. He received the National Research Council of the Philippines (NRCP) Atmospheric Scientist Achievement Award in 2002, Civil Service Pag-asa Award in 1984, and several Plaques of Recognition. He has a number of international and local technical publications, the most recent being about impacts of climate change/variability and extreme climate events. He continues working on climate change issues and weather systems affecting the Philippines. He is a regular member of NRCP, an ex-officio member of the Philippine Meteorological Society, and a Professorial Lecturer at the Institute of Environmental Science and Meteorology, College of Science, University of the Philippines. He is known in the Philippines as “The Godfather of Climate Science.”
